Why doesn't the council collection suit a High Street flat?

Flats above shops are one of the commonest jobs in the town centre. The council's conservation appraisal describes the High Street as mainly Victorian and Edwardian buildings of two to three storeys, with shops on the ground floor and homes or offices above. The centre is pedestrianised, so servicing uses rear passages such as Tetty Way.
